Document Accessibility

Ensuring document accessibility is crucial for creating inclusive digital content that can be accessed and understood by everyone, regardless of disability.

On this page, we will cover essential accessibility tools for PDF documents, word processors, slideshow software, and spreadsheet documents, guiding how to make these formats more accessible.

To PDF or not to PDF

PDFs are a standard file format, but they are more difficult to use and manage compared to other formats, such as HTML. PDFs are not well-suited for people with visual or mobility disabilities, as PDFs lack responsiveness (the ability to adjust size, text size, etc.) and often require the user to perform extra scrolling and zooming (Digital Education Strategies, The Chang School, 2020). Even if a PDF is properly structured, it may still be inaccessible for assistive technologies like screen readers.

When designing accessible documents, consider HTML or word processing formats, instead. If a PDF document is still required, learn more about PDF accessibility and other tools below.

If a PDF document is accessible, it will contain tags and searchable text. Tags are structural elements that contain semantic meaning.

Examples of tags include headings, paragraphs, images, lists, tables, and table headers. These tags assist people who use assistive technology, such as a screen reader, to navigate documents and understand content (Caprette, n.d.).

Check Tags in a PDF:

  1. Open Adobe Reader or Adobe Acrobat
  2. In Adobe, click on the File menu and select Properties
  3. In the pop-up window for Document Properties, click on ‘Yes’ next to ‘Tagged PDF’
  4. See if there are problems with tags, including empty tags, wrong parenting order that breaks up the meaning of content, and other semantic elements

Check to See if a PDF is Searchable:

We do this to ensure a PDF document is not just a scanned image, but contains text that can be read and understood by users of assistive technology. There are three methods for ensuring a PDF document is searchable:

Method #1: Searchable Text

    • Open Adobe Reader or Adobe Acrobat and open a PDF document
    • On a Windows machine, press CTRL+F (or CMD+F on a Mac), to open the ‘Find’ search box
    • Type in a word you see in the PDF and click ‘Next‘
    • If the word is highlighted, then the PDF likely has searchable text

Method #2: Determine if the PDF is a scanned image or searchable text

    • Select all (CTRL+A or CMD+A), then copy (CTRL+C or CMD+C) and paste (CTRL+V or CMD+V) text into another document, like a Notepad or Word document
    • If the text copies over, the PDF contains searchable text, though this text may not be properly tagged

Method #3: Determine the reading order of a PDF document

    • In Adobe Reader or Adobe Acrobat, click on the ‘View’ menu and check off ‘Read Mode’
    • Go back to the ‘View’ menu and select ‘Read Out Loud’ and either ‘Read This Page Only’ or ‘Read to End of Document’
    • Listen to the order of content to ensure it makes sense and retains its meaning. Pay close attention to where diagrams with text have been inserted – is the text broken up by these diagrams? If so, the PDF document may be tagged, but contains issues that could affect the meaning of the content

Optical Character Recognition (OCR) technology converts scanned or image-based text into a searchable and editable text file. It is commonly used to convert handwritten or printed documents, archived works, and images containing text into digital format (LINCS Portal, n.d.).

OCR plays a crucial role in making text accessible to screen readers for improved readability and navigation (Inclusive Design Research Centre, n.d.).

Word & Google Docs

All Office documents start with a template, which can range from a simple blank page to a more complex design. Because templates serve as the foundation for documents, it is essential to start with an accessible template.

Setting the language of a document identifies the natural (human) language of the document for assistive technologies. This rule applies to the entire document; however, if you have utilized a different language for a paragraph or selected text, the natural language of that text should be explicitly specified (Digital Education Strategies, The Chang School, 2020).

How to Change a Document’s Language

  • In Word, go to the ‘File’ menu
  • Select ‘Options’
  • Select ‘Language’ within the Options dialog
  • Under ‘Choose Editing Languages’, select the language you want to use
  • You can add additional languages by selecting the language from the drop down list labeled ‘Add additional editing languages’
  • Select ‘Set as Default’
  • Close all Office documents and open again

How to Apply a Language Directly to Selected Text

  • Select the text
  • Go to the ‘Review’ menu
  • In ‘Language’, select the ‘Language’ button
  • Select ‘Set Proofing Language’
  • In the ‘Mark selected text as’ box, select the language from the list
  • Click ‘OK’

Hyperlinks

Alternative text, or alt text, is a brief description of an image, graph, chart, or other non-textual element. Alt text is read by assistive technology, like a screen reader, to convey the meaning of non-textual elements to users who are blind or visually impaired. Alt text also benefits users who use screen magnification to help understand the purpose of the image, users with cognitive issues who may hover over an image to read the alt tag, and even sighted users if an image fails to load.

If there is no alt tag present, a screen reader may read images as a filename of an image. As a rule, alt text “should not just describe what the image contains, but instead should provide context on how the image relates to the page content” (Harvard University, n.d.).

Best Practices

  • Keep alt text to 1-2 sentences by asking yourself: What information is the image conveying?
  • Write alt text to briefly explain the key elements of an image, instead of describing each detail
  • Do not write ‘image of‘ or ‘picture of’. To illustrate, if a screen reader was reading an image of the Fanshawe College logo with the following alt text ‘Image of the Fanshawe College North Star logo’, the logo would be read as ‘Image, image of the Fanshawe College North Star logo.’
  • If the image is purely decorative or does not convey useful information, leave the alt text blank
  • If the image contains text that is meaningful, include this text in the alt text
  • End alt text with a period
  • If you are ever unsure how effective your alt text is, have other review your document with images replaced by the alt text

Longer Descriptions

In some instances, 1-2 sentences of alternative text may be insufficient to describe the purpose and meaning of an image, chart, or graph. In this situation, provide a short description in the alt text and more detail in a long description.

How to Add Alt Text to Images & Graphics in Word

  • In Word, right-click on the image
  • Select ‘Format Picture’
  • Select the ‘Layout & Properties’ tab
  • Select the ‘Alt Text’ option from the list under the tab
  • Write in your short alt text description in the ‘Description’ field
